Atmospheric Plan of Contingency
What is the Atmospheric Plan of Contingency?
It is a group of preventive actions and of control that put on in execution when the level of the atmospheric pollutant (SO2) it surpasses the permissible maximum limits. According to the level of the environmental problem, the contingency plan can adopt different measures or to combine some of them.
General and Specific objectives
• To reduce the negative impacts of the environmental contamination caused by the dioxide of sulfur in the health of the population of Ilo.
• To diminish the harmful effects to the health.
• To have the participation of the public, private institutions and of social organizations in the implementation of the Plan of Contingency.
• To have the active participation of the population of Ilo in the Plan of Contingency.
Alarm System
With the consultantship of the Panamerican Center of Sanitary Engineering CEPIS an alarm system has been designed, based on the capacity of participation of the citizenship to protect its health.
The alarm system provides the form of the measures you specify according to the level of contamination for SO2 in the City; for it considers it the mensurations in the monitors of the area of Ciudad Nueva and Miramar like indicators in real time of reference to determine the alarm phase in that it enters or it leaves.
The purpose is to inform the population the atmospheric levels of contamination so that they take the appropriate measures for the protection of the health, either when spend to a superior or inferior phase.

The foreseen phases are three:
» Attention Phase. -
 
When the atmospheric contamination overcomes the 500 µg/m3 and reach up to 1500 µg/m3 during 3 hours, it will be declared in state of attention in the monitor of Miramar.

The conclusion of the phase will be declared when it has been verified that the levels of SO2 are below 500 µg/m3.

 Preventive warnings:
• Will be limited the activities in external of the vulnerable population    groups.
• Won't be carried out exercises or intense physical activities outdoors    for the rest of the population.
 Work:
• To notify to the competent authorities, centers of health and schools.
• To contact involved companies.
 
» Alert Phase.-
When the levels of contamination reach 1501 µg/m3 up to 2500 µg/m3 during 2 hours in the station of Miramar.
The conclusion of the episode will be declared when it has been verified that the levels of SO2 are below 1000 µg/m3.
 Preventive warnings:
• Should be avoided the activity in external of the vulnerable population    groups, close doors and windows.
• Is recommended to limit the physical activity in external, to close    doors and windows.
 Work:
• To alert the competent authorities, centers of health and schools.
• To contact involved companies.
• To close doors and windows of classrooms, to suspend classes of    physical education and to avoid the activity in the playground from    the schools to the children smaller than 6 years.
• To notify to the media on the episode.
   
» Emergency Phase.-
When the contamination is bigger or similar to 2501 µg/m3 for more than 90 minutes in the station of Miramar.
The conclusion of the episode is declared when it has been verified that the levels of SO2 are below 1500µg/m3.
 Preventive warnings:
• Should be avoided the activity in external of the population, closing    doors and windows.
 Work:
• To alert to the authorities, centers of health and schools.
• To contact with involved companies.
• To close doors and windows of classrooms, to suspend classes of    physical education and to avoid the physical activity in the playground    of the schools.
• To notify immediately to the media on the episode.
• To make sound an alarm system.
